ClubGRANTS — Annual Returns and Guidelines
Member clubs are advised of updates to the ClubGRANTS annual returns process, and their responsibilities outlined in the ClubGRANTS Guidelines.
- Annual Returns
ClubGRANTS 2023-2024 annual returns can only be submitted through the ClubGRANTS Online portal.
Under section 4.2 of the ClubGRANTS Guidelines, ClubGRANTS qualifying clubs and local committees must use the system known as ClubGRANTS Online (CGO), provided by ClubsNSW, to accept applications, record funding decisions and manage acquittals.
Funding decisions recorded in ClubGRANTS Online will be considered formal reports to Liquor & Gaming NSW in relation to Category 1 and 2 expenditures.
How Does This Impact Clubs?
Currently, clubs have the option to submit their annual returns via either ClubGRANTS Online (CGO) or MAXsys.
From the 2023-2024 reporting period, all venues will be required to submit their annual returns through CGO only. The submission period will be from 1 September to 11 September 2024.
On 9 May 2024, MAX will remove the capability for a club to submit annual returns on the MAXsys portal. Clubs will still be able to view their previously submitted annual returns.
As MAXsys cannot be used for the 2023-2024 reporting period, all ‘Draft’ status returns currently in MAXsys will be deleted so that affected clubs can submit their annual returns in CGO.
MAX will delete all ‘Draft’ status returns currently in MAXsys on 15 May 2024. There is no action required to be taken by clubs. However, if you have created a ‘Draft’ application in MAXsys and would like to copy any of the data, please do so prior to 15 May 2024.

- Approvals Required Under the ClubGRANTS Guidelines
Clubs are reminded about the new ClubGRANTS Guidelines requirements which came into effect on 1 September 2023.
ClubGRANTS Local Committee Recommendations
A new requirement was introduced that clubs must not allocate less than 75% of Category 1 funds in accordance with the local committee’s recommendations.
Where a club does not meet this requirement, they must submit a report, to Liquor & Gaming NSW within 45 days of finalising all Category 1 funding decisions, which includes specific details as outlined in section 2.1.6 of the Guidelines.
Noting that the closing date for Category 1 grant applications is 31 May 2024, to assist in consideration of whether the rebate is provided or not, clubs should send these reports as soon as possible, commencing from 15 July 2024.

Expenditure to Support Overseas Travel and Education Programs
A restriction on expenditure to support overseas travel and education programs was introduced. To be considered eligible expenditure under ClubGRANTS, this expenditure must now be approved by the Independent Liquor & Gaming Authority.
Exemptions to In-Kind Limit
Clubs are also reminded of the existing requirement to apply to the Independent Liquor & Gaming Authority for exemptions to the 20% limit on in-kind expenditure.
